Actually this is like from 2007. I stumbled upon it while browsing Youtube and I find it cool! The guys were like so man or macho, and they actually look stunning when they drag! I think this is some sort of competition like a beauty pageant and at the same time raising funds for Aid for Aids. Just that for this, they chose the best guy who looks the best after dressing up.
They could have been gay guys or even straight guys who just dress up for entertainment. They are not transgenders. Just Drag Queens.

Italy will be opening first ever prison in the world (I think) for transgenders only in March. It was converted from what I think is a reform house for women.
When it opens in March, 30 trans prisoners who are currently held in another prison, will be the first batch to be transferred here.
Usually, trans prisoners are locked in special section separated in the men prison. They mostly can’t be in women prison.
And in the men prison, those transiting trans cannot go through their transiting, such as seeing psychiatrist, hair treatment or surgery. It seems they now can in this trans prison.
